       The Committee on Ethics and Elections (Kruppenbacher)
       recommended the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the proposal clause
    4  and insert:
    5         Section 4 of Article VI of the State Constitution is
    6  amended to read:
    7                             ARTICLE VI                            
    8                       SUFFRAGE AND ELECTIONS                      
    9         SECTION 4. Disqualifications.—
   10         (a) No person convicted of a felony, or adjudicated in this
   11  or any other state to be mentally incompetent, shall be
   12  qualified to vote or hold office until restoration of civil
   13  rights or removal of disability.
   14         (b) There shall be a Commission on Restoration of Voting
   15  Rights composed of seven members, with the power to restore
   16  voting rights to persons disqualified pursuant to this section.
   17  The qualifications, method of selection and terms, not to exceed
   18  six years, of the commission shall be prescribed by law.
   19         (c) No person may appear on the ballot for re-election to
   20  any of the following offices:
   21         (1) Florida representative,
   22         (2) Florida senator,
   23         (3) Florida Lieutenant governor,
   24         (4) any office of the Florida cabinet,
   25         (5) U.S. Representative from Florida, or
   26         (6) U.S. Senator from Florida
   27  
   28         if, by the end of the current term of office, the person
   29  will have served (or, but for resignation, would have served) in
   30  that office for eight consecutive

   34  And the title is amended as follows:
   35         Delete everything before the enacting clause
   36  and insert:
   37                         A proposal to amend                       
   38         Section 4 of Article VI of the State Constitution to
   39         create a Commission on Restoration of Voting Rights.
