       Commissioner Lee moved the following:
       
    1         CRC Amendment (with title amendment)

   10         SECTION 4. Quorum and procedure.—
   11         (a) A majority of the membership of each house shall
   12  constitute a quorum, but a smaller number may adjourn from day
   13  to day and compel the presence of absent members in such manner
   14  and under such penalties as it may prescribe. Each house shall
   15  determine its rules of procedure.
   16         (b) Sessions of each house shall be public; except sessions
   17  of the senate when considering appointment to or removal from
   18  public office may be closed.
   19         (c) Each house shall keep and publish a journal of its
   20  proceedings; and upon the request of five members present, the
   21  vote of each member voting on any question shall be entered on
   22  the journal. In any legislative committee or subcommittee, the
   23  vote of each member voting on the final passage of any
   24  legislation pending before the committee, and upon the request
   25  of any two members of the committee or subcommittee, the vote of
   26  each member on any other question, shall be recorded.
   27         (d) Each house may punish a member for contempt or
   28  disorderly conduct and, by a two-thirds vote of its membership,
   29  may expel a member.
   30         (e) The rules of procedure of each house shall provide that
   31  all legislative committee and subcommittee meetings of each
   32  house, and joint conference committee meetings, shall be open
   33  and noticed to the public. The rules of procedure of each house
   34  shall further provide that all prearranged gatherings, between
   35  more than two members of the legislature, or between the
   36  governor, the president of the senate, or the speaker of the
   37  house of representatives, the purpose of which is to agree upon
   38  formal legislative action that will be taken at a subsequent
   39  time, or at which formal legislative action is taken, regarding
   40  pending legislation or amendments, shall be reasonably open to
   41  the public. All open meetings shall be subject to order and
   42  decorum. This section shall be implemented and defined by the
   43  rules of each house, and such rules shall control admission to
   44  the floor of each legislative chamber and may, where reasonably
   45  necessary for security purposes or to protect a witness
   46  appearing before a committee, provide for the closure of
   47  committee meetings. Each house shall be the sole judge for the
   48  interpretation, implementation, and enforcement of this
   49  subsection section.

   52  And the title is amended as follows:
   53         Delete lines 2 - 5
   54  and insert:
   55         Sections 3 and 4 of Article III of the State
   56         Constitution to provide that the Legislature convene
   57         for regular session on the second Tuesday after the
   58         first Monday in January of each even-numbered year and
   59         to revise the role of each house as the sole judge for
   60         the interpretation, implementation, and enforcement of
   61         provisions governing quorum and procedure.
