This proposal is to insure that Floridians obtain organs through proper channels such as regulated organ donation systems; so as not to inadvertantly be complicit in organ trafficking/tourism.

A. It would require every Floridian and part time resident who undergoes an organ transplant abroad to acquire at the latest 30 days after the transplant a certificate stating that organ was donated without payment.

B. The organ recipient must provide the certificate to their insurance company before returning to the state.

C. It would require every doctor to report the identity of every person the doctor examined who underwent a transplant.

D. It would require a physician and insurance company to report any person who there are reasonable grounds to believe was involved in a financial transaction to obtain an organ to contact the Attorney General’s office.

E. It would ban the sale and brokerage of organs abroad.

F. It would end funding, through the health insurance system, of obtaining transplants in China for Floridians. 

Background:

In 2006, it was first discovered that SuJiatun Military hospital/Labor camp was harvesting organ's from Falun Gong practitioners.  Most of these people were those who were arrested for practicing exercises in the park or telling others about the practice of Falun Dafa. Shortly after that A doctor's wife defected and had admitted to his wife of extracting organs from Falun Gong practitioners. 

Since Through independent investigations began by Human Rights lawyer David Matus, former member of Canadian Parliament; David Kilgour and later  Ethan Gutman, it was revealed through thousands anonymous phones calls and investigative reports that the Chinese Communist Party was making millions off organs which taken forcibly taken from living Falun Gong/Falun Dafa practitioners in China through the military hospitals.

Falun Dafa is a Chinese Qigong system that became very popular in China and has spread all over the world.  It consists of slow moving exercises that strength the body's natural immunity and like Chinese Medicine bring the body back to health. It is a self improvement system that stresses three principles of Truth, Compassion,  and Tolerance. Master Li, who brought out the practice in public for the first time (an honorary title given to him based on his achievement in this system), was a two time Nobel Peace Nominee for his contribution to society.  After lecturing in every major city in China, this practice took off.  In State reports, it was estimated that 100 million had taken up the system.
