ARTICLE I: DECLARATION OF RIGHTS, New Section.

Catchline: Alternative energy and fuels.

(a) Nothing in this Constitution shall impair or prohibit the People from using alternative sources of energy or fuel for their homes and/or businesses, including but not limited to: solar, wind, bioenergy, biodegradable, or hydro.

(b) The State, the counties, and the municipalities are permitted to pass laws that mandate public buildings to utilize any form(s) of alternative energy, including but not limited to: solar energy, green roofs, vertical gardens, urban gardens, and water recycling.
