Following each census, the legislature shall draw congressional districts in the following manner: each congressional district shall have four distinct sides, the boundaries of which may follow natural boundaries, canals or roadways. The population of each district shall be approximately equal. Each district map shall be drawn by computer without regard to political party, race or ethnicity.
