Nothing in Article IX is intended to limit the ability of the Legislature to create a program, or sereids of programs, to provide tuition vouchers for children who are enrolled in free public schools that are deemed, in the Legislature's sole discretion, to be failing to provide the uniform, efficient, safe, secure and high quality education required in Section 1 of Article IX.
