Catchline: PATIENT'S RIGHTS

a)  A patient has the right to accurate and easily-understood information about the health plan, health care professionals,and health care facilities.  If the patient has a physical or mental disability, or just doesn't understand, help should be given so the patient can make informed health decisions.

b)  The patient has the right to choose health care providers who can give high-quality health care when needed.

c)  The patient shall have the right to be screened and stabilized using emergency services if there is severe pain, an injury, or sudden illness that makes the patient believe that his health is in danger.  The patient should be able to use these services whenever and wherever needed, without needing to wait for authorization and without any financial penalty.
