Title: RESTRICTION ON REVOCATION OF DRIVERS' LICENSES
No person’s driver’s license shall be suspended or revoked for failure to pay, or arrange to pay, fines, fees or court costs unless a determination has been made that the person has the present ability to pay and has willfully refused to pay.
