SECTION 1.Political power.
All political power is inherent in the people. The enunciation herein of certain rights shall not be construed to deny or impair others retained by the people. The powers not specifically delegated to the state by this constitution or by the United States Constitution, nor prohibited by this constitution or the United States Constitution, are reserved to municipal and county governments, or to the people.
