the state of Florida will implement operating licenses to those who can prove they can operate safely as a right unless found unsafe to operate. licenses issued for citizens who are 18 years of age and older who pass a driving tests every 2 years. licenses can still be taken for dui, ect. the state will implement for motor vehicle and motorcycle use unless used in commercial interests.
