Allow HOAs to change by-laws and add amendments having a quorm of owners voting rather than percentages. A yes vote by the majority of the quorm votes is needed to change the documents. This is needed due to very low participation and interest in many communities causing the area to be held back from improving and has to refer to Florida statues in many cases and can not bring their documents in compliance with the statues due to low participation.
