Each superintendent of schools shall select, appoint and install a community representative to his school board to represent at no salary the sentiments of the county voters at large. The superintendent will insure that every school unit from county-wide school board to local school buildings shall have one such community representative at all times for a voice in planning, operations and capital investments of sentiments of the public represented. Such representatives shall have access to those educational officials at all meetings held for such purposes and be invited to every meeting held for unrestricted input into all aspects of school activities.
