(a) To protect the rights of property owners, the state shall be authorized to enforce the laws private property associations regulated by law as defined in Chapter 718, Chapter 719, Chapter 720, Chapter 721, and Chapter 723, or any other corporation incorporated under Chapter 617.

(b) The legislature shall enact legislation implementing subsection (a) of this section, effective no later than December 31, 2018, which shall provide that the Department of Business and Professional Regulation establish an Ombudsman.
