the term NCAA refers to the national collegiate athletic association. in the event that the NCAA ever relocates any sporting event scheduled to take place in the state of florida in retaliation for any statute passed by the florida legislature, signed into law by the governor, or any amendment passing by initiative petition, or any court ruling in florida, every institution in the state of florida receiving state public funds or located in facilities owned by the state of florida shall immediately withdraw any membership in the NCAA, and the NCAA shall be immediately and irrevocably be prohibited from ever functioning as a governing or sanctioning body of events taking place within the state of florida involving institutions receiving state funding or using state owned facilities. this amendment becomes enforceable the day it becomes law.
