Title: POLITICAL PARTY NOMINATION ELECTIONS WILL HAVE NO CONNECTION TO GENERAL ELECTIONS FOR OFFICE

Recognize that the purpose of the primary election process is for political parties to allow their membership to determine whom the party will support with their organization, advertising, and campaigning in a particular general election.  Recognize also that there need not be, nor should there be, absolutely any connection between the political party selection process and the actual election for public office.  Recognize further that the only money-saving aspect of any open primary/closed primary system is for the political parties themselves via advertising and campaigning, but none for the jurisdiction conducting the election, since the jurisdiction will still be required to perform a primary election and a general election for all voting precincts.

Each Supervisor of Elections shall completely disconnect primary elections from public elections.  Primary elections shall be conducted such that there be at least 60 calendar days between a primary election and any general election for the same office(s).  All qualified Citizens who wish to be a candidate for a party’s nomination shall be required to register at least 30 calendar days prior to any primary election, and shall be a member of said party on the day of the primary election.  All qualified Citizens who wish to be a candidate for public office in a general election shall register at least 30 calendar days prior to said general election and at least 15 days after any associated primary election. All qualified candidates in any general elections shall have the right to list their party affiliation next to their name without having first won an associated primary election.  Each Supervisor of Elections shall have the authority to conduct separate primary elections for each party, and shall also have the authority to conduct a multiple-party primary election, at the sole discretion of the Supervisor of Elections, but in no case shall tax revenue be used to fund staffing and consumables for primary elections.  Each Supervisor of Elections shall formulate an equitable division of expenses between all parties involved for any primary election held.  In no case shall any candidate be sworn into office until after a general election shall occur for that term and office.
