PUB 700582: Change of Requirement That Lottery Net Proceeds Must Be Deposited in State Education Trust Fund by Barac Wimberly

ARTICLE X: MISCELLANEOUS, Section 15. State operated lotteries.

SECTION 15.State operated lotteries.
  1. Lotteries may be operated by the state.
  2. If any subsection or subsections of the amendment to the Florida Constitution are held unconstitutional for containing more than one subject, this amendment shall be limited to subsection (a) above.
  3. This amendment shall be implemented as follows:
    1. Schedule—On the effective date of this amendment, the lotteries shall be known as the Florida Education Lotteries. Net proceeds derived from the lotteries shall be deposited to a state trust fund, to be designated The State Education Lotteries Trust Fund, to be appropriated by the Legislature to any City, State,(if allowed: or Federal Governement) Entity or Department, as appropriated by the winner. If the winner of a specific game, to be know as the "50/50 Lotto" wins any amount, they may appropriate 50% of the winnings to any City, State, Federal Government Entity or Department's fiscal budget, to be used as they determine fit. The remaining 50% will be awarded to the winner. The schedule may be amended by general law.

Title: 50/50 FINE SHARE FROM VIDEO SUBMISSION OF ILLEGAL DRIVING ACTIVITY RESULTING IN FINES

Any persons that submit a video clearly showing an illegal driving activity, such as any unsafe operation of a vehicle, and that clearly shows identity of the conductor of such activity (i.e., license plate, vehicle operator, etc.) and submits it to the proper law enforcement agency, and that video results in the agency being able to issue a citation, fine, and the operator is adjudicated guilty through use of the video, the submitter of that video shall receive 50% of the paid fine, as a reward. In the event that video does not identify the conductor of such activity, or does not result in a fine, no reward shall be given. In the event that multiple videos are attained of the same illegal incident, then either the reward can be split among all who submitted a video instrumental in charging the conductor of the illegal activity, or the first video submitted that is successfully used to charge the conductor of the illegal activity shall receive the reward. The remainig 50% shall be used by the agency issuing the citation, as they do with any other fine that is received.
