ARTICLE X: MISCELLANEOUS, Section 1. Amendments to United States Constitution.

SECTION 1.Amendments to United States Constitution.
  1.  Remove: The legislature shall not take action on any proposed amendment to the constitution of the United States unless a majority of the members thereof have been elected after the proposed amendment has been submitted for ratification.

Add: It is the will of the People of Florida that the Florida Legislature proceed with the ratification of Amendments to the United States Constitution as follows:

  1. Amendments proposed under Article V of the U.S. Constitution by the United States Congress, or
  2. Amendments proposed under Article V of the U.S. Constitution by a Convention for Proposing Amendments upon notification of mode of Ratification proposed by Congress, shall,
  3. In the event Congress proposes Ratification by the State Legislature, the State Legislature shall exercise the Federal Authority under Article V of the U.S. Constitution to take such action as the Legislature deems appropriate on each proposed amendment.
  4. In the ecent Congress proposes Ratification by State Convention, the State Legislature shall act to cause a Convention to be called and provide for the election of delegates by the electors of each county to said convention. Delegates to the State Convention may not be sitting or previously elected state legislatures, U.S. Congress members or current nor former members of the executive or judicial brances of either Stateof Florida or the Federal Governments. Any resident of a county qualified to be an elector, qualifies to become a delegate.
  5. If multiple amendments are proposed for ratification by State Convention, the Legislature shall provide for multi-member delegations, with each member of a delegation pleged to, and authorized to vote on a specific amendment, thus enabling the Electors of the State to unambiguosly express their will regarding each amemdment.
