Catchline: Cooperative Purchasing with Instrumentalities of the State

The legislature supports cooperative purchasing initiatives with instrumentalities that benefit the State's procurement system and the right for instrumentalities to be recognized as eligible users.

Instrumentalities of the State include quasi-governmental entities that are created by or pursuant to State statute and operate for public purposes. Not-for-profit entities, defined by Section 501(c)(3) of the Internal Revenue Code, that are registered and operate in the State are included in the definition of instrumentalities and have the right to benefit from the State's procurement system, state term contracts and purchasing initiatives with the Department of Management Services.
