Insert a new section between Article III, Section 7 and Article III, Section 8:

Immediately following passage by the legislature of any bill that adds, deletes, or amends language in the K-20 Education Code impacting K-12 school districts and/or K-12 schools, the bill shall be transmitted to the superintendent of schools in each Florida school district for a ten-day review period. In support of effective governance with appropriate balance of state oversight and local control, at the end of the review period the bill shall be transmitted to the Governor for executive action only if it has the written support of a simple majority of the superintendents of schools.
